What does this plugin do?

This plugin changes the color of the WordPress toolbar on the front-end to the same color scheme selected in the admin dashboard.

Why is the toolbar not changing color?

Due to how the admin color schemes work, custom color schemes aren’t supported automatically so you will need to use the style_the_toolbar_css filter hook to update the stylesheet URL.

Does this support Right To Left languages?

Yes, depending on whether you are using a Right To Left language or not will determine which stylesheet is used.

Will this support custom admin color schemes?

Yes it does, however due to how admin color schemes function by default, you’ll need to use the CSS file filter to set the correct path.
