It works

It works just fine. There are UX problems, though.
The dialogs don’t properly parse their HTML.
You get a warning dialog telling you that you can’t undo your changes when you’re doing a dry run, which is weird.
And there is a ghost around the “Update only blank values” option so you can enable or disable it by clicking next to the add/update button. As a result I inadvertently disabled the option without realizing it which caused some problems.

That said, it does what it says it does and doesn’t break anything.

Simple but efficient

It works great but with limited functionnality : it’s only possible to bulk change user’s meta fields.
