Programatically register and create sidebars

    Has anyone encountered a method or plug-in that will allow you to create a new sidebar via the WordPress dashboard, rather than manually editing the code?

    The method/plugin would have to register the new sidebar with Functions.php and then generate the php file for the new sidebar (basically an empty php placeholder file).
