   The page simply times out. Should I be worried that garbage isn't being collected? How can I be sure that garbage is being collected correctly?

   FTP to your server and check your wp-content/cache/ folder and the folders in there. If any files are older than your garbage collection date then it may not be working.

   It probably is working though and you just have too many cached files. Reducing the cache timeout will help.

   I figured out the problem. When settings are changed in various combinations on the Advanced tab, sometimes the garbage interval will reset to 00:00, where I'd previously had it on 200 seconds.
