Hi. I'm having an issue with the aspect ratio on my vidoes. The videos are encoded at 480 x 360, which is also what the player is set too. However the video looks shrunk and stretched for some reason. Here is the code:

Any ideas would be greatly appreciated.

The code itself seems to be fine. On my local test blog, I get the same results: black bars on each the left and the right side.
I think you flv itself seems to be a bit damged or not correctly encoded, because VLC and MPC play the video correctly and JW FLV MEdia Player got problems...
I suggest you try to encode the video again, maybe with another program.
