    If Plugins of Enable administration menus is unchecked in Super Admin Options. When define(‘WP_DEBUG’, true) in wp-config.php, visit /wp-admin/plugins.php, WordPress will report the following warning message:

    Notice: Undefined index: plugins in E:\WebServer\Websites\dev\wordpress\wp-admin\plugins.php on line 16
