   I recently moved servers and reinstalled wordpress on the new server. I didn't change anything or add plugins but the toggle menus on the right (Categories, Post Status, Post Timestamp, etc.) are no longer movable or expandable/collapsible. They just default to being static and opened.

   I made sure to upload non-images as ASCII so I'm not sure why it is doing this. Any suggestions?

   I re-downloaded the wordpress package and uploaded all wp-admin files and wp-include/js files and it worked again.
