It comes in the WP package which you download using the download link at the top right hand side of this page. It’s in the wp-admin folder.
I know.. but i checked its not there…seriously..its not there..its weird..
That’s impossible. If I download it and it’s there (which I just did to check) then if you download it, it’s there too. Re-download it, that’s all I can suggest. Maybe your first download got corrupted.

I downloaded 2x. i checked hundred times..
2x? What do you mean by 2x? It’s impossible for the install.php not to be there. As I said, I downloaded it and checked and it’s there. If it’s there for me it’s there for you. It’s in the wp-admin folder. Did you upload everything and try the install?
