Customized Theme

Can anyone direct me to a theme that I can “browse” to upload my header to. I need simple simple, I have already spent 20 plus hours on this.
Here is an ex. of what I am trying to do:

http://www.learntoballroomdanceonline.comI used PressRow before but can no longer find it!
