configuring super cache

I am having trouble with these instructions: http://wordpress.org/extend/plugins/wp-super-cache/installation/

Dreamhost doesn’t seem to have a place to set the apache stuff nor to put on PHP safe mode. Then activating this plugin I can’t find an .htaccess file.

Help! I want to configure this correctly!
