I am trying to Import a file called CommissionBot to Word Press.I am asked to log into the " back end "of Word Press to get to the dashboard, then go to plugins on the bottom left hand side. My problem is that I CANNOT get this far. Any help would be greatly appreciated.

Is this a self-hosted blog or a wordpress.com site?

This is a product that I bought on-line, so I do not host it myself. I was instructed to up-load it to WordPress, as a plugin, but I cannot seem to get to the dashboard page in order to drop the Commission Bot to its destination, which is public html then wp-content, then plugins, and then I am meant to drop Commission Bot into position and up-load.I am not an IT expert, so that is why I am having thid problem.

Not self hosted - it is a purchased item that I need to get into Word Press Plugins

After you log in to your word press account, go to edit your profile, it will take you to the global dashboard. Once you are in there, co to the dashboard button and find connections. In connections, go to add and manage applications. It will bring you to a screen that says Third Party Applications! I in the search bar, type upload plugins. then click on plugins.
Basically go to: http://en.support.wordpress.com/plugins
now make sure you have already created a profile and that your page is self hosted. If its just a word press.com, you might want to submit a request like what it says at the bottom of the page of the above link. but if your self-hosted...your good. create a profile, follow the above paragraph or go here:
