Block comments??

This forum’s format is very confusing, but I managed to find (don’t ask me how) info on blocking comments.

I did as advised by placing the first part of the IP address(es) in the filter field… TO NO AVAIL. The same IP sent spam comments again.

How can I block ALL comments from my blog? Someone please advise.
