Admin Stylesheet

Hi,
I am new to asll of this, so pardon the questions that might be too obvious

I had an old version for a while which I did nothing with. Now, I want to get things rolling and discovered I had to upgrade, which I did. Now, my admin pages seem to be void of the connection with the stylesheet. I have no plugins or widgets..
Once I uploaded the files and logged in, I received the expected “install” button and it was verified that the upgrade was completed. However, in addition to not having the stylesheet, I also have a few links on the page telling me to upgrade.

So what did I miss?
