I'm using a theme titled darkwater-11. It does not have a post index or a recent post index. I'd like to add a recent post section in the theme. Do I need to contact the theme author or is there some help I can find here for doing so.
I am a complete PHP/WordPress newbie.

go to a theme that does have what you are looking for- such as the default or classic theme...
copy and paste the elements into the theme without one, and where you want it... Sha-zaam, there you are...
