Add m4a as a supported upload MIME type

Hmmm. I the strayhorn releases, there was UI for setting the allowed upload types. Not only do I not find any UI in WP2.0, I also don’t see the allowed types entry in the options table of the database….

How does one manage the allowed upload types? Am I just missing the UI for it?
