Basically I changed the folder where I had my blog installed.. now a bunch of links don't work because they are pointing to the home directory. Where is the config file that wil let me set teh folder where wordpress should look for files.
ex//
orginal
root/index.php
now
root/per/index.php

To modify your blog's URL you'll need to access your database directly. This page shows how to do that if you use phpMyAdmin:

Ok,
I was able to follow the steps at tamba2, but when I go into my options and try and change WordPress address (URI): and the blog address in General Options it tells me:
Sorry, you need to enable sending referrers for this feature to work.
