I managed to get everything running when I installed it on my webhost, but when I try to install WP on different host (School's server), it gives me 403 error during /wp-admin/install.php (Access to the URL that you requested is forbidden.)
What should I do to get around with it? Thank you.

Check via ftp that no .htaccess is restricting acces to the folder. (It can be at one level above the folder containing the blog.... or inside it, or inside wp-admin).
