Description
Arcadys Municipal Core keeps the data and content of a municipal website in a plugin, so nothing is lost when the theme changes. It is designed for the Arcadys Municipal theme, but its styles also work without it. The interface is in Spanish (Chile).
Author: Arcadys (Rodrigo Arce Muñoz). Support: soporte@arcadys.cl
- “Municipio” settings panel: name, logo, contact details, opening hours, public safety number, social networks, header (A or B), home page, inner pages, floating contact button, emergency notice, cookie notice, SEO and analytics.
- Home page layouts C3, C4 and E, link panels and sortable sections: notices, open calls, agenda, figures, special section, campaigns and news.
- Content types: public calls (automatic status by date), important notices, municipal agenda (colored categories and .ics download), campaigns, side banners, departments and units, council members, COSOC, public accountability report, zoning plans, localities and emergency contacts.
- Data boxes for institutional pages (Mayor, Council, History, Mission and Vision, COSOC, Localities, Public Accountability, Zoning Plans, Local Police Court, Financial reports, Risk and disaster management).
- Risk and disaster management: “Amenazas” taxonomy (forest fire, general fires, tornadoes and waterspouts, rain and flooding, extreme heat, earthquake and tsunami, snowfall, general) for emergency contacts and “Recomendaciones” (before, during or after, by hazard), both under Emergencias, plus ongoing emergencies (Emergencias › Agregar nueva emergencia) shown on Gestión de riesgos y desastres. Important notices have a type (information to the community, caution, scheduled outage) and no hazard. The “Gestión de riesgos y desastres” page shows the notices (current and previous, by type), the recommendations by hazard and the emergency contacts; it also shows ongoing and recently finished emergencies, the alert status (with Arcadys Pro) and the official sources; the Emergencias page shows emergency numbers, the services map and the contacts listing.
- Municipal ordinances: ordinances and decrees with number, date, category, summary and file, listed with search and filters on the “Municipal ordinances” page.
- Maps with Leaflet and OpenStreetMap (no API key) for localities, emergencies, street markets and waste collection, with a location picker in the admin.
- Site-wide notice bar: any important notice can also be shown as a bar at the top of every page while it is valid (“Mostrar como barra en todo el sitio”), colored by notice type.
- Contact form (OIRS) with tracking number, optional attachment sent only by email and optional Google reCAPTCHA.
- Content ratings: “¿Te resultó útil esta información?” (Sí / No) at the end of pages and other content. Each item has a “Mostrar valoración” checkbox; the default per content type is set in Municipio › Valoraciones (on for pages and services). One vote per content, connection and day (the IP address is stored only as a salted hash that changes daily), works without JavaScript, “Útil %” column, dashboard widget and summary page. Data is stored locally; nothing is sent outside the site.
- Cookie notice (Chilean Law 21.719): statistics wait for the visitor’s consent; accept and reject have the same weight.
- Basic SEO: description, Open Graph, structured data and Google codes (Analytics, Tag Manager and Search Console).
- Blocks: Transparency and Lobby banners, contact data and home page blocks. Patterns for institutional pages.
- Optional (off by default): custom error pages (saved in uploads/arcadys-errores) and .htaccess rules. They are only written after an administrator enables “Escribir archivos en el servidor” and are removed when it is disabled or the plugin is deactivated. The plugin does not write WordPress drop-ins: it shows their code so the administrator can add them manually.
- Base structure in Municipio › Estructura y demo (with the sample content import): the administrator chooses which empty pages (with their templates), the Principal menu and the static front page to create. Nothing is created on activation.
- Site type (Municipio › General): Municipal (default, nothing changes), Turismo, Salud or Educación. Each type brings its own colour palette (checked for AA contrast in light and dark mode), a top strip “Un sitio de la Municipalidad de…” linking to the municipal website, and a summary of what it includes.
- Turismo site type: Lugares (attractions, lodging, food, cultural venues, sports venues and tourist services, with categories, opening hours, how to get there, attributes such as free entry, accessible or pet friendly, and a map on every page), Rutas (distance, duration, difficulty, how to travel it, starting point and the places along the way), Talleres (minimum age, quotas, schedule, venue, instructor and enrolment), the “Recintos y talleres” page and a Turismo agenda (audience, place and enrolment link, filters, “Agregar al calendario” and an .ics file of the whole agenda). These content types exist only on Turismo sites.
- “Enlaces de interés” section on the municipal home page: institutional design banners (Kit Digital) shown as a carousel when there are more than four, with a one-click import (as drafts) of the most used State links.
- Email template (Municipio › Correos): contact form, internal notices and summaries are sent as HTML with a plain-text version, a band with the municipality logo and name and a footer with contact details. Preview and test email in the admin; colours and logo can be changed with the
arcadys_core_correo_ajustesfilter. - Dismissible administration notices: each user closes a notice with the X and it is not shown to them again.
- Demo content importer in Municipio › Estructura y demo (and WP-CLI
wp arcadys-demo), with a bundled demo of the fictitious “Municipalidad de Quillantú” (see Demo content) and a separate Turismo package for Turismo sites.
Demo content
The plugin includes the demo/ folder as loose files (demo.json, uploads/ with the images and documents, fuentes-svg/ with the editable SVG sources and LICENCIA-demo.txt; nothing is downloaded from the Internet and no zip is shipped), plus the demo/turismo/ subfolder with the Turismo package. It is only imported when an administrator presses “Importar la demo incluida” in Municipio › Estructura y demo, or runs wp arcadys-demo importar incluida. “Crear estructura base” only creates the empty pages, menu and front page that you select; it never adds demo content.
What it contains: pages with their templates, news, important notices, agenda, public calls, departments and units, procedures, emergency contacts, recommendations by hazard, council, COSOC, ordinances, localities, campaigns and side banners, the Principal menu and its location, the static front page, the Municipio settings (name, logo, contact details, header and home page) and the band images. With Arcadys Municipal Pro active it also imports the Pro data (emergencies, street markets, waste collection sectors, services and their settings). People, phone numbers (+56 9 0000 000X), emails (@muniquillantu.cl) and addresses are fictitious; only the real public emergency services of Chile (SENAPRED, CONAF, 130, 131, 132, 133, Carabineros) are kept. No API keys, tokens, licence data or administrator emails are included.
Turismo demo (demo/turismo/): only offered when the site type is Turismo, in the same screen (button “Importar la demo de Turismo”, or wp arcadys-demo importar <path to demo/turismo> --no-limpiar). It adds around 36 items for the fictitious Quillantú: lugares with opening hours, ways to get there and attributes, rutas that list their places, talleres, agenda activities (categories Cultura, Deporte and Turismo) and the “Recintos y talleres” page, with 17 original illustrations. It does not change the Municipio settings or the menu and it is idempotent. Importing the municipal demo keeps the site type you chose.
The import is idempotent: each imported item is tagged with _arcadys_demo_id, so importing again updates the same items instead of duplicating them. If Pro is inactive, Pro content types are skipped; activate Pro and import again to add them.
How to test on a clean install: install WordPress, activate the Arcadys Municipal theme and Arcadys Municipal Core (optionally Pro), open Municipio › Estructura y demo, press “Importar la demo incluida” and visit the home page. Press it again: the counts stay the same.
External services
This plugin sends nothing to Arcadys unless the administrator opts in. It connects to the following services:
- Arcadys connection (optional, opt-in) (licencias.arcadys.cl) — off by default. Only if the administrator checks “Register this site” in Municipality › Licencia y soporte › Conexión con Arcadys, the site registers with Arcadys so it can be checked for problems (site down, certificate expiring, outdated versions) and the administrator can be alerted and offered help; a second, separate checkbox subscribes the contact email to news about the free version. Sent on registration: the site URL, the municipality name, the contact email, a random site ID and token, and the choices made. Sent once a week (WP-Cron) while connected: the versions of WordPress, PHP, the theme and the Arcadys plugins, the locale, whether it is a multisite and the number of Site Health issues. The Arcadys server also loads the site’s front page and calls /wp-json/arcadys/v1/verificar to confirm the registration. No content, users, passwords or visitor data are ever sent. Disconnecting, deactivating or uninstalling stops all sending and asks the server to delete the record. Privacy: https://arcadys.cl/privacidad – Security: https://arcadys.cl/seguridad
- OpenStreetMap tiles (tile.openstreetmap.org) — used to display the maps of localities, emergencies, street markets, waste collection and services, on the front end and in the admin location pickers. Sent: the visitor’s IP address, browser user agent and the requested map area, each time a map is shown. The department page also embeds a map from openstreetmap.org/export. Terms: https://osmfoundation.org/wiki/Terms_of_Use – Tile usage policy: https://operations.osmfoundation.org/policies/tiles/ – Privacy: https://osmfoundation.org/wiki/Privacy_Policy
- Nominatim (nominatim.openstreetmap.org) — address search. Used only when someone types an address in a map location picker (admin) or in the waste collection “find my sector” search (front end). Sent: the typed text, the visitor’s IP address and user agent. Terms: https://operations.osmfoundation.org/policies/nominatim/ – Privacy: https://osmfoundation.org/wiki/Privacy_Policy
- Google reCAPTCHA (www.google.com/recaptcha) — optional bot protection for the contact form. Only active if the administrator selects reCAPTCHA v2 or v3 and enters keys. The script loads on the page with the form; on submit the site sends the reCAPTCHA token and the visitor’s IP address to Google for verification. Terms: https://policies.google.com/terms – Privacy: https://policies.google.com/privacy
- Google Analytics and Google Tag Manager (www.googletagmanager.com) — only if the administrator enters a measurement or container ID. With the cookie notice enabled, the scripts load only after the visitor accepts statistics cookies. Sent: page views, IP address, user agent and cookies, as configured in the administrator’s Google account. Google Search Console only adds a verification meta tag (no data sent). Terms: https://policies.google.com/terms – Privacy: https://policies.google.com/privacy
- YouTube and Vimeo — when an editor adds a YouTube or Vimeo video link to media fields, the video is embedded from youtube-nocookie.com or player.vimeo.com when the page is viewed. Sent: the visitor’s IP address, user agent and the video ID. YouTube terms: https://www.youtube.com/t/terms – Google privacy: https://policies.google.com/privacy – Vimeo terms: https://vimeo.com/terms – Vimeo privacy: https://vimeo.com/privacy
The cookie notice stores the visitor’s choice in a first-party browser cookie.

Changelog
1.0.3
- New: site type (Municipio › General): Municipal, Turismo, Salud and Educación, each with its palette, the top strip linking to the municipal website and a summary of what it includes. Municipal sites stay exactly as before; sections that do not belong to the chosen type answer 404.
- New (Turismo): Lugares (hierarchical categories with colour and icon, opening hours, how to get there, attributes, map), Rutas (kilometres, duration, difficulty, ways to travel, starting point and the places along the route), Talleres and the “Recintos y talleres” page, with directories that have search and filters.
- New (Turismo): agenda with audience, place and enrolment link, filters by audience, place and text, “Inscribirme” cards, a “Suscríbete” column and an .ics file of the whole agenda.
- New: “Enlaces de interés” section on the municipal home page (banners with the “Enlaces de interés” location, carousel above four, import of the most used State links as drafts).
- New: email template for the emails sent by the site (HTML plus plain text, logo and name band, contact footer), with preview and test email in Municipio › Correos and the filters
arcadys_core_correo_ajustesandarcadys_core_correo_html. - New: dismissible administration notices that are remembered per user.
- New: Turismo demo package (demo/turismo/: demo.json, 17 original illustrations and their SVG sources) and “Importar la demo de Turismo” button, shown only on Turismo sites. The demo is now described as loose files in demo/ (demo.json, uploads/, fuentes-svg/, LICENCIA-demo.txt); there is no demo zip.
- Fix: the demo exporter and importer now include the Turismo content types, translate the IDs stored in lists such as
,12,15,(places of a route, venue of a workshop) even when the IDs change on import, and keep the site type when the municipal demo is imported. - Content ratings: dark mode, higher contrast for the stars, visible focus and an announced result for screen readers (assets/valoraciones.css and assets/valoraciones.js).
- WordPress.org review: new helper arcadys_core_traer_posts() (includes/consultas.php) replaces unbounded queries with paged ones, direct database queries are documented and prepared, and Plugin Check and the WordPress coding standards report no errors or warnings.
- WordPress.org review: every echo and every value returned by render callbacks, the render_block/content filters and shortcodes is escaped late with wp_kses() and a central allowlist (includes/kses.php, arcadys_core_html_permitido()).
- WordPress.org review: error pages (403, 500, 503) print their styles through WP_Styles instead of hardcoded link/style tags.
- WordPress.org review: robots.txt builds the admin-ajax.php path with admin_url() instead of a hardcoded /wp-admin/ path.
- WordPress.org review: map data (emergencies, street markets, waste collection, services) moves from JSON script blocks to escaped data-json attributes; analytics tags are printed with wp_print_script_tag() / wp_print_inline_script_tag() (still deferred until cookie consent when the notice is active).
1.0.2
- Bundled demo: adds tornado/waterspout and general fire recommendations (before, during and after). Forest-fire recommendations use permanent guidance; event-specific evacuation points, shelters and road closures belong to the emergency record and its Pro “Qué hacer” field/map.
- WordPress.org review: the Plugin URI header is removed because it matched the Author URI.
- WordPress.org review: admin notices are limited to the plugin’s own screens, inline styles and scripts are enqueued, JSON data is printed with wp_print_inline_script_tag(), no minified-only JavaScript is shipped and nothing is written outside the uploads folder.
- WordPress.org review: content types and taxonomies now use the arcadys_ prefix (for example “evento” becomes “arcadys_evento”). A one-time migration (includes/migracion.php) renames existing entries, terms, menu items, query blocks and screen options; public URLs (/agenda/, /tramites/, /direcciones/, /concursos/…) do not change. Demo packages that use the old names still import.
1.0.1
- Content ratings (includes/valoraciones.php): table {prefix}arcadys_valoraciones, per-content “Mostrar valoración” checkbox with per-type defaults, admin-ajax with admin-post fallback, rate limit, “Útil %” column, dashboard widget, Municipio › Valoraciones page and privacy policy text. Uninstall removes the ratings only if “borrar” is checked in its settings. Hooks for Arcadys Pro (arcadys_valoracion_*).
- Bundled demo of the fictitious Municipalidad de Quillantú (loose files in the demo/ folder: demo.json, uploads/, fuentes-svg/ and LICENCIA-demo.txt) with a new “Importar la demo incluida” button and
wp arcadys-demo importar incluida. The export now covers every Arcadys content type (Pro included), only the media in use, and strips keys, tokens and licence data. - The redirect from the removed Emergencias › Barra de emergencia submenu now runs on admin_menu (priority 1), before WordPress checks the page, so the old URL no longer shows a permission error.
- Notices: new “Mostrar como barra en todo el sitio” checkbox and “Barra del sitio” column. The bar shows the most recent valid notice that has it checked (with a link to the others), styled by type and linking to the notice on the Avisos importantes page; visitors cannot close it and an active Arcadys Pro emergency alert still replaces it. The Municipio › Aviso de emergencia section and the Emergencias › Barra de emergencia submenu are removed; previously saved values are kept untouched in the settings.
- Shared base map for every Leaflet map (localities, emergencies, services, street markets, waste collection and the theme’s Localidades page): new includes/mapas.php with arcadys_core_mapa_base( $context ) (tile URL, attribution linking to openstreetmap.org/copyright, max zoom) and the filter
arcadys_core_mapa_baseto change the tile provider. Thetipokey leaves room for non-XYZ providers registered in window.arcadysMapaProveedores; OpenStreetMap is always the fallback. Leaflet (arcadys-leaflet) is registered once with window.arcadysCapaBase(). - Emergencias › Emergencias (new
emergenciacontent type, non-public): hazard (required, shared Amenazas taxonomy), severity (preventive, yellow, red; shown with text, not only color), affected localities and sectors, validity that expires on its own like notices, status (ongoing, controlled, finished), short text, optional link and phone. The Gestión de riesgos y desastres page shows them at the top (ongoing ones as cards with a link to the hazard’s recommendations, recently finished ones, up to 24, as a compact list paginated 5 per page) and highlights their hazards. New Municipio › Paginación tab (stage 3, after Aviso de emergencia) with: notices shown on Gestión de riesgos (default 5, current and previous each), finished emergencies per page (default 5) and notices per page on Avisos importantes (default 10; the pager appears only when there are more, keeps the estado/tipo filters and now uses the same component). New helpers arcadys_core_pag_cant(), arcadys_core_pag_actual() / arcadys_core_pag_nav() render an accessible page navigation (nav with aria-label, aria-current) that works without JavaScript through ?pag_{list}=N. The Emergencias page is back to emergency numbers, the services map and the contacts listing; the alert status, official sources (now a field of the Gestión de riesgos page) and filters arcadys_core_riesgos_estado / arcadys_core_riesgos_fuentes belong to Gestión de riesgos y desastres. Notices and Emergencias lists explain which content goes where. Permissions: the Emergencias area includes the new type. - Important notices: types are now information to the community, caution and scheduled outage (old “alert” notices become caution automatically) and they no longer use the Amenazas taxonomy. Amenazas and Recomendaciones appear under Emergencias.
- Optional connection with Arcadys (Municipality › Licencia y soporte › Conexión con Arcadys): two separate opt-ins (site registration and checks; news by email), weekly report of versions and Site Health counts, verification endpoint and disconnect. Nothing is sent without consent.
- WordPress.org compliance: readme in English with an External services section and full list of bundled resources.
- Writing error pages, drop-ins and .htaccess rules is now opt-in (off by default) and removed when disabled or on deactivation.
- Contact form attachments use wp_handle_upload() into a temporary folder.
- Google Analytics tags printed with wp_print_script_tag(); loopback checks verify SSL (filter arcadys_core_loopback_sslverify).
- Added translator comments, uninstall.php (removes plugin settings, keeps content) and the languages folder.
- Nothing is created on activation anymore: the base pages, menu and front page are created only from Tools › Arcadys: estructura base, where the administrator picks what to create (an admin notice offers it and can be dismissed). The Emergencies, Waste collection, Street markets, Services and Important notices pages are no longer created automatically.
- Translations are loaded by WordPress.org (load_plugin_textdomain removed).
