Description
By default WooCommerce lets a customer pick ANY state/province of a country you sell to — even regions you have no shipping method for. They get all the way to checkout, see “no shipping method available for your address”, and abandon the order.
Region Lock removes the regions you choose from WooCommerce’s address dropdowns, so customers can’t select them in the first place. Set the regions once, per country, for any country you sell to — no code, no theme edits.

Installation
- Plugins -> Add New -> Upload Plugin -> choose the .zip -> Install Now -> Activate. WooCommerce must be installed and active.
- Go to Extova -> Region Lock, pick the regions you don’t ship to, and Save.

Does it hide the region from billing as well as shipping?

Yes. The regions are removed from WooCommerce’s state list, so they no longer appear in the address dropdowns at all — which is exactly what you want when you can’t deliver there.

What happens if I stop selling to a country I had regions blocked for?

Nothing breaks. Stored regions for countries you no longer sell to are simply ignored.
