Many countries — including Sri Lanka — don’t have built-in state/region data in WooCommerce, which makes it impossible to create region-based Shipping Zones out of the box.
Custom Shipping Regions for WooCommerce lets you define your own list of regions (districts, provinces, counties, states — whatever your country uses) for any country, directly from a simple settings screen. No coding required.
Once saved, these regions appear:
- In WooCommerce Settings Shipping Shipping Zones, under “Limit to specific states”
- On the checkout page, as a region dropdown for matching countries
- In customer billing/shipping address fields
The plugin comes pre-loaded with all 25 Sri Lankan districts as a working example the moment you activate it, so Sri Lankan store owners can start creating shipping zones immediately. Store owners in any other country can add their own region list in minutes.

Installation
- Upload the plugin files to the
/wp-content/plugins/custom-shipping-regionsdirectory, or install the zip file directly through the Plugins screen in WordPress. - Activate the plugin through the ‘Plugins’ screen in WordPress.
- Make sure WooCommerce is installed and active.
- Go to WooCommerce Custom Shipping Regions to review or edit the region list for any country (Sri Lanka is pre-loaded).
- Go to WooCommerce Settings Shipping Shipping Zones to build zones limited to specific regions.

Does this work without WooCommerce?

No. This plugin only adds data used by WooCommerce’s location and shipping features, so WooCommerce must be installed and active.

How do I add regions for my own country?

Go to WooCommerce Custom Shipping Regions, choose your country from the dropdown, and enter one region per line in the format CODE|Name (for example, CMB|Colombo). Save, and they’ll immediately be available in Shipping Zones.

What happens to the Sri Lanka districts that come pre-loaded?

They’re added automatically the first time you activate the plugin. You’re free to edit, remove, or replace them from the settings screen at any time.

Can I do city-level or postcode-level shipping instead of regions?

Not currently. This plugin works at the state/region level. For very granular shipping (e.g. specific cities or postcodes), WooCommerce’s built-in postcode-based shipping zones are a better fit.

Will this affect countries I haven’t added regions for?

No. The plugin only changes data for countries where you’ve explicitly added regions.
