On this particular website, this is the second time the block-level controls have partially stopped working, displaying &#8220;logged out&#8221; content to &#8220;logged in&#8221; users. It&#8217;s a mystery why the &#8220;logged out&#8221; protection doesn&#8217;t work but the &#8220;logged in&#8221; protection does.
