When I found it wasn&#8217;t, and that it caused conflicts with Jetpack, I tried deactivating and deleting.  Dialogues are no longer responsive.  It eventually disappears from my list of plug-ins, but when I refresh the page, it re-appears.   I understood that you can delete it from the server, but I checked my list of plug-ins on Bluehost and it does not appear on the list.
