The plugin was designed to not able these admin users to create other admins or remove current admins. Thus, disabling the Users checkbox is mandatory for us. When you add the free-shipping product to the cart alone, it will offer free shipping. If you add it along with other products, the plugin will remove it from the calculations of shipping. You can achieve what you are after in other ways maybe. Free Shipping for certain amounts. At the moment, the plugin calculates shipping based on the combined weight and dimensions of the items.
