Found a solution in downgrading. I tried.. As I have to find non UTF-8 file format.. 1. I break the CSV into parts 2. Then Upload.. If success that file delete 3. If not success, will break again into part and tried until it became smaller.. so that I can find the row that is non utf-8 part.. * So much Step.. But Featured Image through URL save storage.
