They´ve also just released 1.7.2 of the EUV VAT Plugin which solves an issue when Webservice of EU VAT Check is down. Unfortunatelly it doesn´t solve the “order-block” issue yet.
I hope 2.2.4 of WC will be released shortly and fix that bug.
I´ve the same issue here. The reason ist the EU VAT plugin. As soon as I try to enter a VAT ID I get this error. If I leave the VAT ID input field empty, everything works fine.
Haven´t found out what causes this issue in detail yet…
