I have a similar issue, and I tend to think it started when I installed WP 4.7 as well.
New update, by reinstalling WP 4.7 I recovered this menu, however the problem with the library still persists. I tried to change the uploads folder to 777 permissions but still no success. Like I said, the images appear on the folder, but they don’t show on wordpress.
Deactivating the plugins didn’t work either, also I deactivated the option of organizing uploads into months and years, but no success.
I noticed when seeing the images from the media library menu, the paths of the images shown are correct, which adds up to the mystery
Okay, I have discovered something. I was trying to follow instructions discussed in this topic.
I wanted to access the general settings menu inside wordpress, and when I do it i get this error

It’s me again, I regenerated all the thumbnails succesfully, however the problem persists.
Unlike bvo I don’t have problem with the upload itself, so I don’t think it’s a permissions issue, because I see the images on the uploads folder.
As before, the newly uploaded images still appear like this

Exactly, but those are old images. In the attached screenshot the images which I uploaded today appear as “blank”, without a thumbnail, and they don’t display in the new posts I want to write
I just discovered all the test images I have used appear on the uploads folder, but they are not shown by wordpress
