 * I had the same problem. It seems to be something with the Jetpack or Yoast plugin.

 * I don’t have Jetpack, but I do have Yoast. Disabling Yoast brought back the block
   editor for reusable blocks. When firing up Yoast again, the blocks are still 
   there in the editor.
