The latest commit to this plugin was on Sep 16, 2014.
The code consists of basically one line which does what it needs to do, with a bit of surrounding plugin boilerplate. As I said: Perfect.
Smart Slug does not require to publish a post as “draft” but works on any post status.
If this does not work on your site you might check whether other plugins interfere by concurrently modifying the slug.

This plugin works up to the latest version of WordPress and is activley maintained.

As the tight release of WordPress 2.8.1 shows, it’s quite advisable to wait a few days befor jumping the gun upon a new release. Expecting a downgrade option from the WordPress folks is very wishful thinking – how would they justify the development efforts?
