 * So why not the same behaviour for Billing Address? Asking for it in the payment
   sheet, and sending a `billingaddresschange` event…
 * Why on one hand (Shipping) we ask for it in the payment sheet, and on the other(
   Billing) waiting for the checkout form to be filled?
 * Because, moreover, when taxes are set to be calculated based on the billing address,
   the **Express Checkout** bloc does never show on the Checkout page, even after
   entering the billing address.
 * So basically, Express Checkout is never _usable_ in this case. This has to be
   clear from the beginning (Express checkout not checkable when taxes are calculated
   on the billing address + Warning when the tax calculation base is changed from
   the admin area)

 * You say “This behavior is intended to prevent tax mismatches”
 * But when **Calculate tax based on** is set to **Customer shipping address** (
   the default), how does WC do? It doesn’t have the shipping address at this point
   neither. So it is “guessing”? What is the tax calculation in this case (customer
   adresses not provided yet, and the product is virtual)? Is this clearly documented
   somewhere?
 * Also, **Default customer location** is set to **Shop country/region** (it’s default
   value) so WC should rely on it no matter the tax configuration.

 * So I did everything again. Here are the steps to reproduce it:
 * On a fresh install, enable these plugins:
    - WooCommerce (Skip guided setup, and set the shop country to Estonia)
    - WooCommerce Stripe Gateway (Connect it to a Stripe test account)
 *  - WooCommerce
       * Home (checklist)
          - Customize your store > Start designing > Go back (just to mark the item
            as done)
          - Collect sales tax > Under Stripe, click “I don’t charge sales tax”
       * Settings
          - General
             * Shipping location(s): Disable shipping & shipping calculations
 * Create a simple product (set only the title and price) and publish it –> URL:/?
   product=test
 * Launch Your Store
 * Apple Pay & GPay buttons appear everywhere (product page, cart, checkout)
 * Now,
    - WooCommerce
       * Settings
          - General
             * Check “Enable taxes”
          - Tax
             * Calculate tax based on: Customer billing address
 * Apple Pay & GPay buttons disappeared.
