I ended up using the Child Theme Configurator plugin. The resulting functions file looks nothing like the instructions from the Codex from what I can tell. When I switch to the child theme it measures 22 pixels and the tag line doesn’t show. I compared the CSS (including the navigation) between the child theme and the twentyseventeen theme and find no difference. I have followed several sets of instructions including this one: [https://codex.wordpress.org/Child_Themes](https://codex.wordpress.org/Child_Themes) which suggests enqueuing rather than [@import](https://wordpress.org/support/users/import/). Having cleared my head overnight I was able to follow it better and the white space at the top of the page is now gone. The header is still cut off on the auxiliary pages, and I don’t know why that is happening. It turns out (finally, I think) that my business email address was blocked for spam and my personal address was just unbearably slow. All my plugins are back on, and the main email address is working. However, my business email address appears to be blocked, and a CC to my personal address quits when I turn on all the plugins.
