Okay, to close the loop on this, I got my answer:
It turns out this is *not* a problem with WordPress 2.0.3, but a problem with my theme, K2 r167, which doesn’t support widgets yet. (The previous release of K2 *did* support widgets.) This has apparently been a known problem for some time, and I’m just a bit behind the curve. 😉

I downloaded the latest versions of both WordPress and the Widgets plug-in (as of 11 p.m. Eastern Standard Time tonight), but Widgets still isn’t appearing under the Presentation menu.
As I said, this was a completely *clean* install.
@bhoney: THANK YOU! Your fix worked perfectly!
This should be added to the codex, or perhaps Owen Winkler can update Redirectify with the fix coded in somehow.
