The next time the issue happens, can you please go to MailPoet > Help > System Status and check if you see both Post Notification emails sent, or do you see only one in the table?

I asked our developers to take a look and they came back with the following:
– are you restoring the backup on the same site or on a different one? Can you please ensure that the same database collation is used on the site where you do the restore? You can check that with your hosting.
– I see that you tried removing your forms, but can you please confirm that you tried completely deleting them from MailPoet > Forms and creating new ones?
– What tools do you use when restoring the backup?

Can you please also try the following steps?
– if you have a Bounce Handler plugin, please disable it
– delete and re-create your forms
– check if you havedefine( ‘DB_CHARSET’, ‘utf8mb4’ );in your wp-config.php file. If so, change it todefine( ‘DB_CHARSET’, ‘utf8’ );Let me know how it goes!

Can you please share a screenshot of your Pop-up placement settings?
Also, if you switch your theme to Twenty Twenty, does the pop-up appear? it will help us narrow the issue down.
