This is something that I have done already but it seems to work only for logged in users. I would like this settings to be applied also for a visitor who hasn’t yet created an account and he would like to use the one page checkout. I would like something like that. if country is Greece and total amount<40 euros then the extra fee amount has to be charged, else 0 charges elseif country is anywhere else in the world and the amount<100 then the extra fee has to be charged, else 0 charges. I sorted this out. I had at free shipping a 0 price and a fixed amount in fee charge of 5€.
