You can disable this setting by unchecking the checkbox “Include photos from albums only if they contain the “Featured” tag”. If you have done this, all new inserted albums should be showing all pictures. Can you list the installed plugins and the used theme, so I can take a look at it? There might be a bug. The code that is responsible for rendering the photo tile is not easy to support. I have it on my todo list to externalize it to 3rd party javascript libraries. Having done this, responsive photo tiles should not be a problem. So if you are using Zencache, you should be able to clear the cache with Zencache.
