I think I know what happened. Originally, I misunderstood what the Usage Limit Per Coupon did and I had it set to 1. That is incorrect, I needed it set higher, but I didn’t clear the browser cache, so it kept thinking the limit was 1. This must have still been set somewhere because people tried it from other machines and it failed. I even turned off all the other WooCommerce plugins.
