 * I solved the problem:
 * I added an other plugin for send the mail to the special group. When I disable
   it your plugin working without problem. If this enable I see some problem on 
   your plugin;

 * nearly 700 user.
 * On the other hand, I checked existing notifications, I see existing user on notifications
   but I can’t add new user to existing notification.

   now. Thank you.

 * I can send the notification to all users but actually I want to send notification
   only group members.
