 * I’ve got exactly the same issues, and I also have CloudFlare + wordfence and 
   Wp-rocket installed.
 * At first I only had Wordfence and Wp-rocket. At this point, the feed plugin never
   updated automatically but there were never any issues with manual update.
 * After I got Cloudflare, the problem started with stuck feed on manual update.
   I have tried both with/without wp-cron/server cron enabled.
