No result after all those I tried.
Thank you very much for the help.
Finally I decided using the Bulk Move plugin to move the broken categories to new ones which I created.
So I solved the problem.
The only thing I didn’t find yet, is another way to delete the broken categories, because within wordpress this is not possible.

Hello again!
I confirmed that my user role is set to Administrator.
I cleared all site and browser cache.
I used Health Check plugin (automatic changed theme and inactive all plugins)
but I face exactly the same problem.
I cannot edit/delete 5 specific blog categories, recieving the error message:
“You need a higher level of permission. Sorry, you are not allowed to edit this item.”
As a result of this, these 5 categories are not showing in the blog.
