Resolved: I needed to have a checkmark in “Posts” and not just in “Category pages”
WP Super Cache is now deactivated and I’m still not seeing the block. I don’t know what else to try. This is the first issue I’ve had with the plugin.

Can someone actually help with a script or plugin? I have no idea how to create such a thing.
I need to clarify an important part of this. Since this would be for a YouTube subscription, what if the user has already subscribed? If so they should not see the popup/prompt at all. Would this be beyond the scope of this plugin? I would assume there would need to be a check to see if they are currently subscribed.
