 * Yes, the problem does still exist, but not for all cases.
 * I don’t have access to users web sites to test it, so I can only find out when
   one reports to me, and I don’t think that most do backups often.
 * The site that still has the problem allowed me to log in as administrator to 
   check it myself, and I confirmed that Duplicator (and everything else) is up 
   to date, and that creating a zip archive could not be downloaded. I then checked
   and the archive file is 600.
 * I have since created a cron job to run every minute which changes archive files
   to 644 – it only needs 640 actually.
 * Prior to that user report, both myself and another user tested with spare domains
   and created new wordpress sites and Duplicator behaved – that was the reason 
   for my Oops post.
 * Lastly, I have added a bunch of junk files to my test website to get the backup
   file size up – it still worked. The files were just added, not imported to wordpress.
 * So yes, please investigate.

 * Then again, the only person to test it today still has the .zip file at 600 and
   can’t download it.
 * I can’t see any difference between this and the test websites, I thought it might
   be size so I loaded the test website with files and no problem.
 * Another observation is that moving between the two Location options fixes the
   permissions, but only for the existing archive files and thus has to be done 
   for each new archive.
 * All sites tested so far are up to date in all ways.
