 * I solved my issue by altering the screen resolution and width of the post/page.
   I don’t know if this is of any help, but it is what got my video background to
   be seen.

 * I too have issues with getting the background video to work:
 * I have placed the videos (mp4 and webm) and the static image in
    wp-content/uploads/
   2016/01.
 * Put the urls in the relevant boxes for body, but nothing shows, not even the 
   static image.
