 * There are no issues with alipay payment gateway, I have checked log file of alipay
   and everything seems okay. Even payment was received by client and order status
   was also changed from cancelled to processing but client did not receive any 
   email for new order.

 * Ya I read that 3.0 update has major issues but I have not yet updated the woocommerce
   plugin. I am still using the older version still got this issue.
 * Unfortunately its rare case that order gets cancelled after time limit reached
   and customer then makes payment.
