 * The problem appears to have been created because I have deleted and recreated
   the same folder a number of times when using WordPress. I was under the impression
   that deleting the folder and database were enough to remove WP but if I reinstall
   with the same folder name I get this error.
 * If I use a new folder name I don’t get this error. I haven’t tried deleting it
   and then restarting httpd (apache) yet to see if that is the issue but it seems
   strange that using the same folder name would create an issue.
 * If anyone can shed some light on it I’d love to know why.
