Thanks for all your help mchelles, I did indeed find an answer!
In my Single Post (Single.php) code, I removed the follow:
<div class=”navigation navsingle”>
<div class=”alignleft”><?php previous_post_link(‘<<%link’) ?></div>
<div class=”alignright”><?php next_post_link(‘%link>>’) ?></div>
and that seems to have “unlocked” the scroll bar 🙂

Thanks for the quick response mchelles. There were some conflicts in Chrome, the one that seemed related is Ariel.400.font.js not found. (http://www.sputnik-3.co.za/dealing-with-davos-changing-leadership-paradigms/)
I tried the trial an error on the plugins but with no luck 🙁
In the Single Post (Single.php) CSS file there is no reference to overrun, could that be the issue?
