 * I don’t know what you mean by restting the plugins folder. Using Filezilla for
   FTP, I can see the plugins folder on the remote site. I don’t see how to “reset”
   it.

 * Thanks esmi. I did what you suggested. However, there is still a problem. My 
   host’s file manager shows the new plugin along with my other plugins. However,
   the WP plugins screen does not show it. This is the same indication I was getting
   before, so I suspect the plugin was indeed there originally on my host, but somehow
   it is not showing up on wp-admin/plugins.php. Any help would be appreciated.
