I was able to update and the problem went away. I was at 5.5.3 (I think). I have the same issue. Whenever a tab is pressed, it scrolls to the top of the page. It is usually the first block in the “Row Layout” that has the issue. I have updated all plugins, themes, and server tools. For some reason it works with Safari. I use a mac. However, over the past few days with the recent updates, it all appears to be working again. I am running MacOS 10.15.1 and the updated version of Chrome. * I don’t see the problem with any other plugins but, switching to Safari allows me to re-enable the plugin and edit pages in the Gutenberg editor.
