This is usually caused by a conflict with a plugin that alter some core functions of wordpress that visualizer rely on.
Can you please disable one by one your plugins and find the problematic one and report to the developers.

Removing that line will load the styles all over the admin panel which is not ok.

The error is throwing because the open_basedir or safe_mode is enabled in the php.ini.
In order to fix this you need to edit the lines that specify open_basedir or safe_mode and turn them off
Remember to restart your httpd afterwards.Let me know if you still have this problem.
