    It looks like

 * Regarding throttling, BlueHost has a tool in their cPanel which which will tell
   you in realtime exactly how much you’re being throttled and display a throttling
   history as well as direct you to the culprit process(es).
 * This is the ‘CPU THROTTLING’ tool in the ‘Logs’ area of your BlueHost cPanel.
