I have someone who is interested in collaborating with the Spanish translation so that it can be finished before I install it. How can someone collaborate with the spanish translation? I dont understand

I dont understand what this means?
Does it mean that If I install it in Spanish with will be 70% translated and 30% of the words will show up randomly in English?
