Yep, everything is the same. I just copied and pasted the shortcode from the widget to the test page. It seems like it’s only a problem in the widget area.
Sure thing! It works on the Contact page, so I believe it is a problem only when in the widget. But here it is on a test page:

Hmmm that didn’t do it either… It reloads the homepage but does not produce the pop-up.
I tried making both changes and it still does not show the popup.
After adjusting the settings in the Popup Builder to Display Rule: Everywhere and Event: Set by CSS class, I adjusted my shortcode (below). I tried removing event=”click”, then I tried changing both “2003” to “1” (exactly like the article), then I tried changing the second “2003” to “1”. I believe I am following the article instructions, but these adjustments didn’t do the trick.

I updated the Display Rule to “All Pages” and that did not help.
I reviewed the articles you provided, but the event is already set to “On click.” I am using the Visual Editor in a Widget area. There is no “insert popup” option or icon at the top.
Anything else I can try?
